A bit of confusion as to whether either or both fuses should be slow blow. Is there a general rule that mains for instance shouldn't be slow?

HT should never be slow-blow.
For Mains, it's debatable. It depends on how close the turn-on surge current is to the rated fuse value.
I use slow-blowing fuses only where specified as such on the amp in question.
