Dr201- 10amp or 5amp mains fuse

Hi everyone
First post here, finally bought a vintage hiwatt 201.
I bought the amp for an amazing price, due to some unknown issues.
I got the amp, the back has a sticker saying the mains fuse should be 5amps but the tech page here says 10amp for 120v mains.
I checked he fuse and it was a 5.
I turned the amp on, let it warm up, and as soon as I flicked the standby the mains fuse blew.
I replaced it with another 5, tried again, and noticed during warmup that one of the el34 wasn't lighting up.
I will check that tube, but just wondering if it should be a 10amp in mains!?
That seems really high, and don't want to do further damage if 10 isn't correct.
Also, any idea, if that tube is good, what he issue could be? Resistor?
